DESCRIPTION OF WORK:

This Maintenance/Construction Manager II serves as the Operations Manager and supervises one of two General, Mechanical, and Electrical Construction Units for the Department of Public Safety's, Central Engineering's, Construction and Major Maintenance Force Account construction, renovation, major maintenance and repair projects throughout the State and valued at $500,000 to 15+ million dollars. The Operations Manager provides technical expertise and administrative supervision and direction in the areas of engineering and construction management, critical path method (CPM) scheduling development and compliance, full-time employee (FTE) and contract-time employee (CTE) manpower management, project logistics coordination and management, construction equipment and material procurement, project inspections, project monitoring, and construction administration. Additionally, this position provides technical and general management oversight for the Department's projects performed by regional and unit maintenance staff. 
 
This position has a duty station of Raleigh, NC and requires the successful candidate to commute daily to the Raleigh, NC office and occasionally requires overnight stay within areas of North Carolina. This position is assigned a duty station location State Owned work vehicle for standard business use and overnight stay when required.
 
Standard work days and times are Monday - Thursday, 7:00 AM to 5:30 PM but occasionally could require work hours on Fridays.
 
KNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES:

These KSA's, along with the Minimum Education and Experience Requirements listed, are required in order to be deemed "eligible" for the position. Qualified applicants must possess and application must clearly reflect work experience that demonstrates the following)
Demonstrated knowledge of and experience with construction project management and cost estimating of materials, equipment, and installations for new construction, major maintenance and repair, and/or renovation projects.
Demonstrated knowledge of OSHA standards, State Construction Office guidelines, North Carolina Building Codes, AND/OR laws and ordinances governing the construction industry.
Ability to plan, coordinate, and manage general, mechanical, and electrical construction managers to efficiently complete new construction, major maintenance and repair and/or renovation projects with an emphasis on safety and quality.
Strong ability to review and interpret construction designs, plans, and specifications for the purposes of generating CPM schedule activities and assigning manpower resources for new construction, major maintenance and repair, and/or renovation projects.
Strong ability to clearly and concisely communicate both verbally and in writing.
Ability to use MS Office (Word and Excel) and willingness to learn new software programs.
A valid Driver's License is required.
 
Management Preferences:
Ability to manage multiple trade managers and supervisors in the supervision and training of inmate labor resources AND/OR civilian employees for apprenticeship and journeyman level certifications
NC Licensed Professional Engineer
Unlimited or Limited General Contractor, licensed by the North Carolina Board of Examiners of General Contractors
Journeyman Level Tradesman Certification
4 Years of experience in Critical Path Method (CPM) scheduling using Primavera Scheduling Software or Microsoft Project

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:
Bachelor's degree in Facilities or Construction Management or related Engineering field from an
appropriately accredited institution and four (4) years of progressively responsible experience in
construction or facility maintenance including three (3) years of supervisory experience in
construction, maintenance and/or repair of buildings and facilities or an equivalent combination
of education and experience: or Associate's degree in Construction Management, Air
Conditioning, Heating and Refrigeration Technology, Industrial Maintenance Technology, or
Mechanical Engineering Technology from an appropriately accredited institution and six (6)
years progressive experience in construction or facility maintenance including three (3) years of
supervisory experience in construction, maintenance and/or repair of buildings and facilities.
